The Town of Glen St. Mary held the regular monthly meeting on Tuesday, March 20, 2018 at 7:00 P.M. at the Town Hall with Council MembersDavis, Foster, Hodges, and Rhynehardt present. Mayor Juanice Padgett presided over the meeting. Council Member Davis opened with prayer followed by the flag salute.

Public Hearing:

  1. Ordinance 2018-01 – Prohibiting Medical Marijuana Treatment Center Dispensing Facilities Within the Municipal Boundaries of the Town– Mayor Padgett asked Attorney Bense to read Ordinance 2018-01 by title. Mayor Padgett then asked if there was anyone present that had any questions or comments. No one had any comments so Mayor Padgett closed the public hearing and reopened the regular meeting.

     

    Minutes: Consideration:

  1. Approval of minutes of February 20, 2018 – Regular Monthly Meeting: On a motion by Councilman Rhynehardt, second by Council member Davis, the Board voted to approve theminutes as presented. (Vote 5-0)

  2. Approval of minutes of February 20, 2018 – Workshop:On a motion by Council member Davis, second by Council member Hodges,the Board voted to approve theminutes as presented. (Vote 5-0)

    Policy Agenda Items:

    1. Vote to Approve Second Reading of Ordinance 2018-01 – Prohibiting Medical Marijuana Treatment Center Dispensing Facilities Within the Municipal Boundaries of the Town – On a motion by Councilman Rhynehardt, second by Councilman Foster, the Board voted to approve the second reading of Ordinance 2018-01 as presented.

      (Vote 5-0)

    2. Vote to Adopt Ordinance 2018-01 – Prohibiting Medical Marijuana Treatment Center Dispensing Facilities Within the Municipal Boundaries of the Town – On a motion by Councilman Foster, second by Councilman Rhynehardt, the Board voted to adopt Ordinance 2018-01. (Vote 5-0)

    3. Vote to Waive The $600 Tap Fee for the New Hook Ups on the North Side CDBG Service Areas. The Lines will be Tapped by the Contractor When the Lines are Installed; Therefore No Expense to the Town – Mayor Padgett passed out papers telling Council back in April 2016, they voted to waive the $600 tap fee for the low to moderate income homes, which helped us to get a $600,000 grant. The Town waived water capacity fees in 2005 as an incentive to get the homes connected within six months. We cannot waive the sewer capacity fee because it goes to the City of Macclenny, but we can waive the tap fee. She told Council the pre-construction meeting was held Monday. The start date is supposed to be April 2nd and has 240 days to be completed. The St. Johns River Water Management funds will pay for the remaining tap fees for the non-low to moderate homes. We will have to do a letter telling the residents the St. Johns River Water Management funds will pay for the sewer connection and crushing and pumping the septic tanks. The property owners of non-low to moderate income homes will only be responsible for $750 for sewer capacity fees. On a motion by Council member Davis, second by Council member Hodges, Council voted to waive the $600 tap fee for the new hook ups on the north side CDBG service areas. (Vote 5-0)

    4. Vote on Bids to Remove the Pecan Tree within the Easement behind Jack Reneau’s house as previously discussed in Workshops – Mayor Padgett handed out three bids to have the tree removed that is within the Town easement where sewer lines are to be directional bored. She explained to Council she asked to have the estimates broken down for a complete job or to just have the tree taken down and have maintenance haul it away. Council had a brief discussion of whether it would be cost effective to have maintenance spend the extra time to haul the tree off with the Town’s small dump truck as well as Matt just getting back from having surgery on his arm.   On a motion by Councilman Foster, second by Council member Davis, the Board voted to approve the full estimate of Mango’s Tree Service, LLC to take the pecan tree down, remove the debris and grind the stump for $5,100.00. (Vote 5-0)

    5. Review Prior Month’s Expenditures (Check Register) – Council had not questions about the prior month’s expenditures.

       

On a motion by Council member Davis, second by Council member Hodges, the Town meeting was adjourned at 7:13 P.M.
