The Town of Glen St. Mary held the regular monthly meeting on Tuesday, September 18, 2018 at 7:12 P.M. at the Town Hall with Council MembersDavis, Foster, Hodges, and Rhynehardt present. Mayor Juanice Padgett presided over the meeting. Council member Davis opened with prayer followed by the flag salute.

Approval of minutes of August 21, 2018 – Regular Monthly Meeting, and August 21, 2018 - Workshop: On a motion by Council member Davis, second by Councilman Rhynehardt, the Board voted to approve theminutes as presented. (Vote 5-0)

Vote to Authorize the Mayor to Sign a Memorandum of Agreement with the Department of Economic Opportunity concerning Rural Area of Opportunity Designation. – Mayor Padgett introduced Mr. Darryl Register who told the Council about the benefits of the Town opting into the Regional Area of Opportunity and being represented as a rural community within the 14 county area. He told Council he is attending meetings that could bring economic growth to our area. He went over a Memorandum of Agreement where the Town would need to designate someone as its representative. Attorney Bense had a question about three sections Mr. Register mentioned, but was not found in our copy. He had picked up the County’s version of the agreement by mistake. On a motion by Council member Davis, second by Council member Hodges, the Council voted to allow the Mayor to sign the Memorandum of Agreement with the Department of Economic Opportunity concerning the Rural Area of Opportunity Designation.(Vote 5-0)

Vote to Authorize Mayor to Sign a Letter of Engagement with Lyons and Lyons for Fiscal years 2017/2018, 2018/2019 and 2019/2020. – Mayor told Council we will hold off on this item as Attorney Bense has suggested putting out a RFP.

Discuss and Vote on Waiving Security Deposits for Low to Moderate Income – Mayor Padgett told Council that according to CDBG the Town cannot charge any money for hooking up sewer. The grant coordinator is saying they can’t pay; we will have to go by their rules. The security deposit was previously $35, but we increased rentals to $100 for each water and sewer. The Town is not writing much off anymore. No vote was made on this matter. We are waiting to hear what the CDBG rule finding is.

Discuss and Vote for Mayor to Carry Over Extra Week of Vacation into New Fiscal Year. - Mayor Padgett told Council she has an extra week over and above the week we are allowed to carry over for three months. She asked Council whether she could carry it over as well due to the increase in work from the sewer project going on. She has been taking Fridays off and the clerk has been taking Mondays this month in an effort to use up some of the time. We have been limited in when we could take vacations this year. On a motion by Council member Davis, second by Council member Hodges, Council voted to allow Mayor Padgett to carry over the extra week of vacation into the new fiscal year. (Vote 5-0)

Review Prior Month’s Expenditures (Check Register) – Council had no questions about the prior month’s expenditures.
On a motion by Council member Hodges, second by Council member Davis, the Town meeting was adjourned at 7:38 P.M.
