October 16, 2018
The Town of Glen St. Mary held the regular monthly meeting on Tuesday, October 16, 2018 at 7:05 P.M. at the Town Hall with Council MembersDavis, Foster, Hodges, and Rhynehardt present. Mayor Juanice Padgett presided over the meeting. Council member Davis opened with prayer followed by the flag salute.

Approval of minutes of September 18, 2018 – Workshop, September 18, 2018 – Regular Monthly Meeting, and September 25, 2018 – Special Meeting: On a motion by Council member Davis, second by Councilman Foster, the Board voted to approve theminutes as presented. (Vote 5-0)

Vote to Adopt Following Amended Budgets: (On File at Town Hall)

2018/2019 Proposed Amended Budget – General Operating Fund – Mayor Padgett told Council the only changes that have been made are to the Maintenance payroll item lines. The previous budget was based on thirty hours per week for each of the two maintenance employees. This budget is based on thirty-five hours per week for each of the two maintenance employees. The Executive payroll lines were changed on the budget presented at the last meeting. On a motion by Councilman Foster, second by Council member Hodges, the Council voted to adopt the 2018/2019 Proposed Amended Budget as presented. (Vote 4-1, Council member Davis voted no)

2018/2019 Proposed Amended Budget – Water/Sewer Utility Fund - On a motion by Councilman Foster, second by Council member Hodges, the Council voted to adopt the 2018/2019 Proposed Amended Budget as presented. (Vote 4-1, Council member Davis voted no)
Council member Davis stated the maintenance employees were going to thirty-five hours to get caught up, but suggested that if they don’t need the extra hours, then they should cut them back. Council member Hodges clarified that the Town won’t be hiring a summer employee next year. Councilman Foster asked if maintenance did not need the hours could they bank the hours. Mayor Padgett said they need to be paid as the work is performed. The budgeted payroll is for the fiscal year. If they don’t need the hours during the year, then the money would be available later.
Code Enforcement Update – Mayor Padgett handed out a spreadsheet for code enforcement activity. She told them she has two files on her desk. She plans on labeling the sheets each month and suggested to Council that they keep these spreadsheets monthly as she plans on having only activity for the Monthly meeting. She has asked the Attorney to look into the cases where people are living in homes where the floors are falling in. Councilman Rhynehardt asked about trailer shirting. Mayor Padgett said she talked with Matt and he needs clarification on skirting. Council member Davis asked about people living out of campers in Town. Mayor Padgett asked Attorney Bense to also look into our codes relating to living in campers.

Review Prior Month’s Expenditures (Check Register) – Council had no questions about the prior month’s expenditures.
Mayor Padgett reminded Council about the Ethics training class as a courtesy.
On a motion by Councilman Rhynehardt, second by Council member Hodges, the Town meeting was adjourned at 7:22 P.M.
