The Town of Glen St. Mary held the regular monthly meeting on Tuesday,
July 16, 2013 at 7:00 P.M. at the Town Hall with Council Members Davis, Foster, Reneau, and Rhynehardt present.  Mayor Juanice Padgett presided over the meeting.  She asked Greg Lyons of Lyons & Lyons to open with prayer followed by the flag salute.

Minutes:  Consideration – Approval of minutes of June 18, 2013 – Regular Monthly Meeting:  On a motion by Councilman Rhynehardt, second by Council member Davis, the Board voted to approve the minutes as presented. (Vote 5-0)

Policy Agenda Items:

A)    Greg Lyons & Kayla Taylor with Lyons & Lyons to present our 2011/2012 Annual Audit – Greg Lyons presented the annual Audit with the fiscal end date of September 30, 2012.  An unqualified opinion is the highest assurance level of opinion that can be given by an accountant.  The Town had the same findings as past years relating to the lack of segregation of duties.  Mr. Lyons stated he does not see this going away.  He touched on several pages showing the changes in assets and monies going to various places.  Mr. Lyons asked Council to look over the audit report and call their office if they have any questions. Council had no questions in regard to the audit report.  On a motion by Councilman Rhynehardt, second by Councilman Reneau, the Council voted to approve the 2011/2012 annual audit as presented. (Vote 5-0)

B)    Declare the Jacobsen Mower Salvage – Jacobsen bought May, 1998 and Toro March, 2006 (We have not used the Jacobsen since buying the Toro) – Mayor Padgett told Council the deck on the Jacobsen is worn out.   She told Council we could put an ad in the paper to sell it or it could be scrapped and bring $135.  Council wasn’t sure if it would be worth running an ad to try and sell.  Attorney Joel Foreman told Mayor Padgett it is within the threshold to salvage the mower.  On a motion by Councilman Rhynehardt, second by Council member Davis, the Board voted to declare the Jacobsen mower salvage. (Vote 5-0)

C)    Update on ATM – Mayor Padgett told Council she is just waiting for the money to be sent from Vystar Credit Union to start the project.

D)    Update on Davis Travel – Mayor Padgett told Council both engineers are still trying to come to an agreement.

E)     Review Prior Month’s Expenditures (Check Register) – Council had no questions about the prior month’s expenditures.

Council set up a budget workshop for July 29, 2013 at 6:00 PM.

On a motion by Councilman Rhynehardt, second by Councilman Reneau, the Town meeting was adjourned at 7:35 P.M.
