The Town of Glen St. Mary held the regular monthly meeting on Tuesday, May 19, 2015 at 7:00 P.M. at the Town Hall with Council Members Davis, Foster, Reneau, and Rhynehardtpresent. Mayor Juanice Padgett presided over the meeting and Council Member Davis opened the meeting with prayer followed by the flag salute.

Minutes: Consideration – Approval of minutes of April 21, 2015 – Regular Monthly Meeting: On a motion by Councilman Rhynehardt, second by Council Member Davis, the Board voted to approve theminutes as presented. (Vote 5-0)
Mayor Padgett asked Council if they had noticed the added wording in the minutes. She added she had been at a County Commissioner meeting and it had been suggested. She thought it would be a good idea for the Town as well.
Policy Agenda Items:
Vote to Adopt Resolution #2015-02 – Flavored Tobacco Products Targeting Adolescent Kids (See Attached) – Members Elizabeth Register and William Shaffner of the SWAT (Students Working Against Tobacco) organization gave a presentation to the Council showing several tobacco products sold at the local retailers that mimic popular candy items. They also gave booklets showing many facts and statistics for Baker County and the State of Florida as it pertains to the tobacco usage they are fighting against. Councilman Foster responded by saying his point of view was that he doesn’t feel that he can tell someone else what to do. Councilman Reneau expressed that this could lead to other things. Council Member Davis stressed to the other Councilmembers that the Resolution was only voluntary. It is only geared toward the candy flavored tobacco products targeting children. Attorney Bense stated it is legal to sell these products to anyone under the age of eighteen. SWAT members added the purpose of the Resolution is to deter the younger people away from being hooked by the candy flavored tobacco products. Councilman Foster stated he did not want to take the rights away from someone to buy what they want. Councilman Rhynehardt had mixed feelings on the matter. After no further questions, Mayor Padgett asked Attorney Bense to read Ordinance #2015-02 in its entirety. On a motion by Council Member Davis, second by Councilman Reneau the Board voted to adopt Resolution #2015-01. (Vote 3-2, Councilman Foster and Councilman Rhynehardt voted no)
Review Prior Month’s Expenditures (Check Register) – Councilman Rhynehardt asked for an explanation of the Baker Salvage expense. Mayor Padgett replied it was for a storage tank to be used to hold water when maintenance is doing concrete work. Council had no other questions about the prior month’s expenditures.
On a motion by Councilman Rhynehardt, second by Council Member Davis, the Town meeting was adjourned at 7:28 P.M.
