The Town of Glen St. Mary held a virtual monthly meeting on Tuesday, May 19, 2020 at 7:00 P.M.   Council Member Hodges, Council Member Reneau, CouncilmanRhynehardt, and Mayor Dickie Fosterwere all remote with Town Clerk Loadholtz working the meeting from the Town Hall on her laptop.  Mayor Foster said the prayer followed by the flag salute.

Public Hearing: Resolution 2020-01 – Special Exception for Mobile Home for Wade & Brittinie Johnson at Block 40, Lot 10 – Mr. Johnson participated by way of zoom to answer questions the Council had regarding the request.  He is looking to bring his wife’s grandmother closer to other family.  She owns a 28’ x 70’ mobile home.  There was no other public input so the public hearing was closed.

 

Due to a problem with the conversion of the zoom platform, the first thirty minutes of the meeting were not accessible for review, therefore I am not able to definitively say who motioned or seconded the first two items on the agenda.

 

Minutes:  Consideration:

A)    Approval of minutes of March 17, 2020Regular Monthly MeetingThe Board voted to approve theminutes as presented. (Vote 5-0)

 

Policy Agenda Items:

A)    Vote on Resolution 2020-01 – Special Exception for Mobile Home for Wade & Brittinie Johnson at Block 40, Lot 10. – The Council voted to allow the special exception for the mobile home for Wade & Brittinie Johnson. (Vote 5-0)

B)    Gina Gatlin had Volunteered to Assist with ideas to Beautify the Park back in the Fall.  Ask Council for Approval to Replenish the Park Entrance way, Island in front of Town Hall and Park Interior around Gazebo with new Plants and Mulch.  Cost had been estimated at $1,200 previously.  (Maintenance Employees would be doing the work) – Council felt there were too many other things going on within the Town to worry about this matter at this time.

C)    RV Park has asked to be put on Agenda to speak.  They will not have paperwork into Town Hall to present Council until Monday.  I have included a few documents on file. – Mr. Cosgray discussed with the Town’s Engineer the proposed cost of capacity fees.  He may get credit for the new line, but will still be responsible for the cost recovery to Davis Oil.  The Council agreed they would apply the capacity fee credit against the cost of the new line.  On a motion made by Council member Reneau, second by Council member McCullough, the board voted to credit the cost if the line install to the RV Park up to $125,000. (Vote 5-0)

D)    Impact Fee Study – With the Recent Confusion with the RV Resort that is being constructed near the Interstate, there have been many opinions of the Town’s Impact Fee rates.  We have been in contact with the Town’s Engineer and Florida Rural Water Association to see what a study would cost.  Tim Norman has given a price of $5,000.  Florida Rural Water Association gave a similar price of $4,250 to perform a study as we are members. – Council preferred using our engineer that is already familiar with our water system since the costs were similar and the engineering firm probably had the resources to get it done quicker.  On a motion by Council member Hodges, second by Council Member Reneau, the Board voted to hire Mittauer to perform an Impact Fee study for the Town’s capacity fee rates. (Vote 5-0)

E)     Vote to Adopt Resolution 2020-02 - Authorizing the Town of Glen St. Mary to Execute and Enter into an Agreement for System Lighting, Maintenance and Compensation with the State of Florida Department of Transportation for July 1, 2020 through June 30, 2021.  Last year’s contract amount was $5,768.92.  This contract amount is $5,941.98. – On a motion by Councilman Rhynehardt, second by Council Member Reneau, the Board voted to adopt Resolution 2020-02 as presented. (Vote 5-0)

F)     Vote to Allow Mayor to Continue Contract with Department of Transportation Relating to Highway 90 Maintenance.  The contract will be $9,000.00 annually.  The Previous Contract was for $8,000 per year. - On a motion by Council Member Reneau, second by Councilman Rhynehardt, the Board voted to allow the mayor to continue the contract with the Department of Transportation relating to Highway 90 maintenance. (Vote 5-0)

G)    Vote to Adopt Resolution 2020-03 - Authorizing the Town of Glen St. Mary to Execute and Enter into an Agreement for Maintenance with the State of Florida Department of Transportation for July 1, 2020 through June 30, 2021. (See Attached) - On a motion by Councilman Rhynehardt, second by Council Member Reneau, the Board voted to adopt Resolution 2020-03 as presented. (Vote 5-0)

H)    Review of March Expenditures (Check Register) Did not have April Meeting Due to COVID-19 Closures - On a motion by Council Member Hodges, second by Councilman Rhynehardt, the Board voted to approve the March expenditures.  (Vote 5-0) On a motion by Council Member Hodges, second by Council Member Reneau, the Board voted to approve the April expenditures. (Vote 5-0)
