The Town of Glen St. Mary held a regular monthly meeting on Tuesday,
October 20, 2020 at 7:03 P.M. at the Town Hall with Council MembersOca and Reneau present. Mayor Steve Rhynehardt presided over the meeting. Council Member McCullough called in to the Town Hall office line to participate remotely. Council member Reneau opened with prayer followed by the flag salute.

Public Hearing:
A) Sign Ordinance 2020-01 – Replacing Part IV of the Land Development Code Relating to Signs (Political Signs) – Attorney Bense read the title of the ordinance aloud. Mayor Rhynehardt explained this would make the timeline to have political signs out thirty days instead of ninety days. With no other questions, the public hearing was closed.
Minutes: Consideration:
A) Approval of minutes of September 15, 2020 - Workshop: On a motion by Council member Reneau, second by Councilman Oca, the Board voted to approve theminutes as presented. (Vote 4-0)
B) Approval of minutes of September 15, 2020 – Regular Monthly Minutes: On a motion by Council member Reneau, second by Councilman Oca, the Board voted to approve theminutes as presented. (Vote 4-0)
C) Approval of minutes of September 24, 2020 – Special Meeting: On a motion by Council member Reneau, second by Councilman Oca, the Board voted to approve theminutes as presented. (Vote 4-0)
Policy Agenda Items:
A) Open Council Seat – Mayor Rhynehardt told Council Ms. Padgett was the only applicant for the open Council Seat. Council Member Reneau asked Ms. Padgett why she wants to get back on the Council. Ms. Padgett replied that she wants to help the Town. On a motion by Council member Reneau, second by Councilman Oca, the Board voted to appoint Ms. Padgett to the Town Council. (Vote 4-0) Attorney Bense then administered the Oath of Office to Ms. Padgett and she took a seat at the table.
B) Vote to Approve the Second Reading of Ordinance 2020-01 - Replacing Part IV of the Land Development Code Relating to Signs (Political Signs) – On a motion by Council member Reneau, second by Councilman Oca, the Board voted to approve the second reading of Ordinance 2020-01 replacing Part IV of the Land Development Code relating to political signs. (Vote 5-0)
C) Vote to Adopt Ordinance 2020-01 - Replacing Part IV of the Land Development Code Relating to Signs (Political Signs) - On a motion by Council member Padgett, second by Council member Reneau, the Council voted to adopt Ordinance 2020-01that replaces Part IV of the Land Development Code relating to political signs. (Vote 5-0)
D) Matt put in his 2-Week Notice as of October 1st and his last day was October 15th. The City of Macclenny can only cover us for 30 days as they are also short staffed. We are looking at options. – Mayor Rhynehardt told Council he received a call from Matt earlier today that things didn’t pan out at his new job. He has already cashed out his vacation and would be considered as a new hire to come back to the Town. Councilman Oca asked why he left the Town. Mayor Rhynehardt told Council he was supposed to be hired at the RV park making $60,000 a year. A company called US Water came this morning and looked at our plant and lift stations and are supposed to be getting us a quote in the next few days. Another company called Two Fold will be coming Monday to look at our facilities to prepare a quote for us. We had a Mr. Smith that came recommended by the City of Macclenny that gave a price of $850 and Richard Harris with the City of Macclenny gave a price of $1,000 per month, but has said he does not want to do it. Matt gave a price with his resignation letter of $750 to do the water plant and testing requirements only for $750 per month and $25 per hour for any repairs. Mayor Rhynehardt told Council he would like to keep Matt because he knows the plant. He then asked Council for any suggestions and added he is supposed to meet with Matt tomorrow. Council suggested going ahead with the other quote to get a baseline to know if this happens again. Attorney Bense told Council this would need a procurement process to be advertised in the paper. Mayor Rhynehardt told Council in speaking with US Water, they have people in this area and the Two Fold company has three other clients in the area they service six days per week.
Mayor Rhynehardt then told Council he wanted to make them aware of some other issues. The #4 high service pump is not going to be warrantied, but the company is sending us a free repair kit. The #3 high service pump is also leaking and we have ordered the parts for it.
We have a check valve down at the Wildcat lift station that is malfunctioning. The sewer has increased to over a million gallons. Matt went down and turned the pumps off for three hours and when he came back it was registering -8,000 gallons. Matt can make all of these repairs.
He then told Council this is the last year the Town can put Christmas lights up on the FPL poles. This is not just for the Town, but to all FPL customers. If Matt comes back this could be done, but he stated if it is just Will and himself, he doesn’t even want to attempt putting then up.
The RV Park meter still hasn’t been installed, but the lady from US Water explained the function of it and how it should be read when it gets installed.
Mayor Rhynehardt is still trying to find out who certifies the fire hydrants. Attorney Bense stated the RV park should have to hire someone, but that they should not be testing it. Mayor Rhynehardt wants to have it tested before they are connected.
He made the Council aware the new Mexican restaurant did install a grease trap, but we do not know if the other restaurants have grease traps. The lift station in front of George’s has grease in it. The attorney will look into an ordinance to address this matter.
Council member Padgett asked Attorney Bense if he could go through the Sunshine Law with the Council. Some have taken the required Ethics training course, but not all. She asked if he could just do an overview for them.
E) Review Prior Month Expenditures – Council had no questions about the prior month’s expenditures. On a motion by Council member Reneau, second by Councilman Oca, the Board voted to approve the prior month’s expenditures. (Vote 5-0)
