September 15, 2020 Regular Monthly Meeting
The Town of Glen St. Mary held the regular monthly meeting on Tuesday, September 15, 2020 at 7:03 P.M. at the Town Hall with Council Members McCullough, Reneau and Oca present. Mayor Steve Rhynehardt presided over the meeting. Council member Reneau opened with prayer followed by the flag salute.

Minutes: Consideration:
A) Approval of minutes of August 20, 2020 - Regular Monthly Meeting: On a motion by Council member Reneau, second by Council member McCullough, the Board voted to approve the minutes as presented. (Vote 4-0)
Policy Agenda Items:
A) Vote to Adopt Following Budgets and Amended Budgets: (On File at Town Hall)
1) 2019/2020 Proposed Amended Budget – General Operating Fund – On a motion by Council member McCullough, second by Councilman Oca, the Council voted to adopt the 2019/2020 Proposed Amended Budget as presented. (Vote 4-0)
2) 2019/2020 Proposed Amended Budget – Water/Sewer Utility Fund - On a motion by Council member McCullough, second by Councilman Oca, the Council voted to adopt the 2019/2020 Proposed Amended Budget as presented. (Vote 4-0)
3) 2019/2020 Proposed Amended Budget – Capacity Fee Account - On a motion by Council member Reneau, second by Council member McCullough, the Council voted to adopt the 2019/2020 Proposed Amended Budget as presented. (Vote 4-0)
4) 2020/2021 Proposed Budget – General Operating Fund – Postponed to be voted on at September 24, 2020 Special Meeting.
5) 2020/2021 Proposed Budget – Water/Sewer Utility Fund - Postponed to be voted on at September 24, 2020 Special Meeting.

B) Vote to Authorize Mayor to Sign a Letter of Engagement with Lyons and Lyons for Fiscal year 2019/2020. – On a motion by Council member McCullough, second by Councilman Oca, the Board voted to authorize the Mayor sign a letter of engagement with Lyons and Lyons for fiscal year 2019/2020. (Vote 4-0)
C) Ordinance 2020-01 – Replacing Part IV of the Land Development Code Relating to Signs (Political Signs). – Mayor Rhynehardt asked Attorney Bense to read the title of Ordinance 2020-01. Attorney Bense added that he had changed the time frame to 30 days rather than the previous 90 days to conform to the other governmental entities. On a motion by Council member Reneau, second by Council member McCullough, the Council voted to approve the first reading of Ordinance 2020-01 as presented. (Vote 4-0)
D) Review Prior Month’s Expenditures (Check Register) – Council had no questions about the prior month’s expenditures. On a motion by Council member Reneau, second by Council member McCullough, the Council voted to approve the prior month’s expenditures. (Vote 4-0)
Mayor Rhynehardt told Council he had forgotten to put it on the agenda, but needed to appoint a Vice-Mayor. He recommended Council member McCullough to fill the role of Vice-Mayor. On a motion by Council member Reneau, second by Councilman Oca, the Council voted to appoint Council member McCullough as the Vice-Mayor.
Council member Reneau asked if we had put an ad in the paper for the vacant Council seat. It has been advertised and Clerk Loadholtz told Council of an e-mail she received from someone, but they do not live within the Town limits. She also had only one response to advertising a maintenance position out on Facebook. Attorney Bense touched on the Town’s employment issue, stating the money isn’t there anyway, but he has been thinking about how involved would the Council be in the day to day functions with this person. He has looked at the Charter and this position does not exist. It is more of an employment issue as they aren’t holding an office established by the Charter. Council could amend the Charter or just create an employment situation or if it would be an executive branch under the Mayor. It is unclear because it doesn’t exist. Council member McCullough stated the Council wouldn’t work in the office with them, but the Clerk and Mayor would. Attorney Bense responded the Council could make a recommendation. Ms. Padgett questioned why he felt the Clerk is appointed by the Council. It is stated as such in the Charter. She stated the assistant could move up to clerk at any time and at that point it would be redone. Attorney Bense stated the assistant could not just move into the Clerk’s position as the Clerk is an appointed position. The assistant would be doing administrative duties like stuffing envelopes or putting stamps on mail or possibly occasionally logging in and book keeping, but would not be performing Town Treasury duties or Town Clerk duties. Town Clerk Loadholtz asked if they could not take water payments, asking how she could train someone to do her job if they could not do such things. He responded the Clerk is still responsible for making sure it is done correctly.
On a motion by Council member Reneau, second by Council member McCullough, the Town meeting was adjourned at 7:22 P.M.
