December 17, 2019 - CATF Workshop

The Town of Glen St. Mary held a workshop on Tuesday, December 17, 2019 at 6:00 P.M. at the Town Hall with Council Member Davis, Council Member Hodges, Council Member Reneau, and CouncilmanRhynehardt present. Mayor Foster presided over the meeting.

Mrs. Kathy Baker of Jordan & Associates, Inc. was present to provide information to the Citizen’s Advisory Task Force members consisting of:  Winston Byrd, John Duffy, Juanice Padgett, William Primo, Sandra Robinson, David Thomas, and Charles Reneau.

 

Mrs. Baker handed out a Florida Small Cities Community Development Block Grant booklet for FFY 2019.  She then began explaining the program is based on points.  The meeting will give the Town ten extra points.  The program benefits low to moderate households.  They gather information to see where the low to moderate benefits could be used within a small community.  All communities are applying for the same funds.  It is an opportunity for small communities to obtain funds to do projects where they may not otherwise be able to do.  She asked the CATF committee to listen to the categories within the grant program then vote to decide which they feel wound be the most beneficial for the community.  (See attached Florida Small Cities Community Development Block Grant FFY 2019 booklet.)

Mrs. Baker then asked for any questions about anything she went over.  Questions were asked including how much of the grant funding goes to engineering.  She replied that it depended on the project.  Mr. Reneau asked about the housing rehab portion of the grant.  She explained it was similar to the SHIP program that is done through the county.  The deferred payment loan is based on income level.  They briefly discussed how long someone would have to live in the home after such a project and whether or not someone else could live in the home and other circumstances.  Mr. Primo asked what the Town’s need is.  Mayor Foster responded he is trying to get water and sewer.  Mr. Byrd asked if that is what they were here to decide on.  Many would like to do the south side of Town now.  Mayor Foster stated the amount won’t do the whole south side.  Former Mayor Padgett suggested doing sewer as far as it will go.  Mrs. Baker told everyone the grants are now for thirty months rather than twenty-four as they have been in the past.  She stated the Town could virtually keep doing this until we get it done. 

The committee was then asked if they want to apply for the Neighborhood Revitalization to do sewer as far as the funds would go and a unanimous “Yes” was the response.

Mayor Foster closed the workshop at 6:52 P.M.
