The Town of Glen St. Mary held a budget workshop on Tuesday, August 20, 2019 at 6:00 P.M. at the Town Hall with Council Members Davis, Foster,and Rhynehardt present.  Mayor Juanice Padgett presided over the workshop discussing the Town’s budgets.

 

Mayor Padgett began by telling Council the 2017/2018 Water/Sewer Grant budget was taken in the prior year. The 2018/2019 Proposed Amended Water/Sewer Grant budget will show the funds from CDBG, St. Johns River Water Management District and the Town Funds.  We have added paving into the project since last year’s budget.  The whole project total will be $1,372,837.57.

She then moved to the 2018/2019 Proposed Amended Capacity Fee budget. (Please see attached notes for details) The 2019/2020 Proposed Capacity Fee budget will have to be amended if the Town gets a new CDBG grant and the RV park would also be a factor.  The capacity fee to be paid from the RV park is calculated by projected gallons per day. The Town’s engineer, Tim Norman is basing this on what we do now.

Mayor Padgett then discussed the 2018/2019 Proposed Amended Water/Sewer Utility Fund.  She passed out notes explaining the differences in the budget verses differences column. (Please see attached notes for details) She then told Council the City of Macclenny promised the Town 50,000 gallons capacity.  The Town has only paid for 25,000 gallons and have nearly used all of that.  We need to look at this next month. 

Council turned to discuss the 2018/2019 Proposed Amended General Operating Account.  She also passed out notes explaining the differences in the budget verses differences column. (Please see attached notes for details) Account 381.00 reflects closing the Impact Fee account.  She also told Council the budget lines for 512 – Executive - Personel Services lines were supposed to be $36,400 but was not amended in October of 2018.  The rest of the difference for these accounting lines reflect the Mayor and Town Clerk have been so tied up with the CDBG grant that most of the vacation time has not been taken.  We are asking to cash out the unused time for this year.  Mayor Padgett is entitled to unused sick time, etc. when retiring.  She then went over the 2019/2020 Proposed General Operating budget.  She told Council Code Enforcement will be a major thing to be done and at that time the budget will need to be amended.

Mayor Padgett told Council though it is not budgeted, she would like to pay Donna and Matt a one-time benefit for all their work and dedication to the Town.  Council did not reveal whether they would vote for it or not, but that they would vote on it when the time comes.
