The Town of Glen St. Mary held the regular monthly meeting on Tuesday, October 15, 2019 at 7:00 P.M. at the Town Hall with Council Members Davis, Hodges, and Rhynehardt present.  Mayor Dickie Foster presided over the meeting.  Council Member Davis opened with prayer followed by the flag salute.

Minutes:  Consideration:

A)    Approval of minutes of September 17, 2019 – Workshop:  On a motion by Council member Davis, second by Council member Hodges, the Board voted to approve the minutes as presented. (Vote 4-0)

B)    Approval of minutes of September 17, 2019 – Regular Monthly Meeting:  On a motion by Council member Hodges, second by Council member Davis, the Board voted to approve the minutes as presented. (Vote 4-0)


Policy Agenda Items:

A)    Review Resumes of Applicants for Vacant Town Council Seat. – Mayor Foster told Council we received no other resumes for the vacant Council seat. 

B)    Vote to Appoint a Council Member to Replace Dickie Foster until the Next General Election in September 2021.  Attorney Bense to Administer Oath of Office. – On a motion by Council member Davis, second by Council member Hodges, the Board voted to appoint Mrs. Diana Reneau to the vacant Council seat until the next general election in September 2021. (Vote 4-0) Attorney Bense then administered the Oath of Office and Mrs. Diana Reneau took her seat on the Council Board.

C)    Appoint Vice Mayor – Mayor Foster made a recommendation to appoint Council member Hodges to serve as Vice Mayor.  Council was unanimous with his recommendation.

D)    Review Prior Month’s Expenditures (Check Register) – Councilman Rhynehardt asked about the second check issued to Ms. Padgett.  It was determined that the checks in question were for unused vacation time.  Council had no other questions about the prior month’s expenditures.  On a motion by Council member Davis, second by Council member Hodges, the Board voted to approve the prior month’s expenditures as presented. (Vote 5-0)


Mayor Foster then told Council he has been asked about Floors & More wanting to install a metal building with a garage door on the property for storage.  He added that we have required all others too have a covering over the metal.  The property already has a concrete pad halfway behind the building.  The owner hasn’t given a size of the proposed building yet, but it would not be part of the main store, but would be used as storage.  Attorney Bense pointed out several points of the Land Development Regulations as well as the Envision Glen Overlay. 


Mayor Foster then told Council the City of Macclenny will donate the Town a truck that will go forward, but will not go backwards.  It is a utility bed truck but needs the transmission worked on.  Council member Hodges suggested the Town accept it.  We would have to get insurance and a tag for it.  Council member was in agreement to accept the truck.


Mayor Foster told Council he is also trying to get another truck to pick up limbs.  He told Council the maintenance guys are working, but a lot of time is wasted loading and unloading tools for each task.


He then told Council the backhoe needs work.  There are a lot of things that need fixing.  The tractor is using fluid every time the guys use it.  He added the 6” and 8” water lines need to be painted.  They are sitting out in the sun.  He feels they need a maintenance schedule to make sure things are done.  Council member Hodges asked that when they get the efficiency in place, does he feel they can keep up.  Mayor foster believes it can be done.


Mayor Foster told Council if they had any questions or concerns to please come to him and let him know.  He told them he has been in business for 46 years and feels we have to run this like a business.  He wants to do the best job he can for the Town.  He wants to get the new truck stocked and inventoried.  Council discussed several items within the Town needing attention that included sidewalks, the ditches needing to be dug out by the County, various potholes, and code enforcement. 


On a motion by Council member Davis, second by Council member Hodges the Town meeting was adjourned at 7:41 P.M.
