The Town of Glen St. Mary held the regular monthly meeting on Tuesday, June 21, 2016 at 7:00 P.M. at the Town Hall with Council MembersDavis, Foster, Hodges and Rhynehardt present. Mayor Juanice Padgett presided over the meeting. Council Member Davis opened with prayer followed by the flag salute.

Minutes: Consideration:
Approval of minutes of May 17, 2016 – Regular Monthly Meeting: On a motion by Councilman Rhynehardt,second by Council member Hodges, the Board voted to approve theminutes as presented. (Vote 5-0)
Policy Agenda Items:
Discussion and Vote if Necessary on the Quiet Title of Lincoln Avenue North of Madison Street. – (See Attached Letter) - Mayor Padgett told Council she had Attorney Jon Bense prepare another letter explaining his findings and recommendations for clearing up the roadway in question. She then turned the floor over to Attorney Bense. He explained the letter in detail. He recommended that the Town give a Quit Claim Deed to each of the three property owners. He stated this would be the easiest way for the Town to resolve this matter without spending up to $20,000 which could look like a special interest matter when the Town would not have any interest in the property but to turn around and close the roadway. The individual property owners could then proceed to get clear title to their properties without the Town being involved. This was an issue before the Town annexed blocks 79 and 80 into the Town, so Attorney Bense couldn’t justify the Town footing a $20,000 bill to clear this matter up. Council discussed how much more would need to be spent to have a surveyor write three separate descriptions to prepare quit claim deeds. Council agreed to set the price up to $400. On a motion by Council member Hodges, second by Council member Davis, the Board voted to hire a surveyor to write three separate descriptions up to $400 for the section of roadway known to the Town as Lincoln Avenue North of Madison Street. (Vote 5-0)
Progress Report of Grants – Mayor Padgett informed Council that the Town is within the fundable range and is scheduled for a site visit on Thursday. She added the Town was recently approved for $500,000 from the St. Johns River Water Management District to complete the North side of Town. Councilman Foster asked about getting Sewer to the South side of Town. Mayor Padgett responded she would need to get the engineer to rough up how the sewer lines would need to be installed. We already pay a fee to CSX every year and will need to do more research.
Review Prior Month’s Expenditures (Check Register) – Council had no questions about the prior month’s expenditures.
On a motion by Councilman Rhynehardt, second by Council Member Davis, the Town meeting was adjourned at 7:37 P.M.
