The Town of Glen St. Mary held the regular monthly meeting on Tuesday, December 20, 2016 at 7:00 P.M. at the Town Hall with Council MembersDavis, Foster, Hodges and Rhynehardt present. Mayor Juanice Padgett presided over the meeting.  Council Member Davis opened with prayer followed by the flag salute.

Minutes: Consideration:

  1. Approval of minutes of November 15, 2016 – Regular Monthly Meeting: On a motion by Councilman Rhynehardt,second by Council member Hodges, the Board voted to approve theminutes as presented. (Vote 5-0)

    Policy Agenda Items:

    1. Vote to Adopt Attached 2017 Holiday Schedule - On a motion by Council member Davis, second by Councilman Rhynehardt, the Board voted to adopt the attached 2017 holiday schedule as presented. (Vote 5-0)

    2. Discussion on Attached Ordinance Draft Pertaining to Cannabis Dispensing Businesses - Mayor Padgett turned the meeting over to Attorney Bense for explanation. Attorney Bense told Council that a good portion of municipalities are putting moratoriums on the cannabis dispensaries until the zoning regulations can be established.   It is uncertain whether these businesses will be looked upon as a pharmacy. The federal government still considers it to be an illegal drug. Florida will be regulating within the state. It is currently rated as a Schedule 1, having no medical use. Attorney Bense stated if more states keep adopting it as an allowable medical drug, they will probably change its schedule rate. Mayor Padgett suggested a one year period rather than six months. Mayor Padgett is the person designated to research and find out how to establish the Land Development Regulations. The Council was in agreement to proceed with the moratorium. Attorney Bense told Council the term can be left to interpretation, as it can be for as long as necessary.

    3. Review Prior Month’s Expenditures (Check Register) – Council member Davis asked about Ferguson Enterprises. Mayor Padgett responded that we order water system parts.   She also informed Council that the USA Services listed every other month is for street sweeping. Council had no other questions about the prior month’s expenditures. 

      On a motion by Councilman Rhynehardt, second by Council Member Hodges, the Town meeting was adjourned at 7:14 P.M.
