The Town of Glen St. Mary held the regular monthly meeting on Tuesday, September 18, 2012 at 7:06 P.M. at the Town Hall with Council Members Davis, Foster, Reneau, and Rhynehardt present.  Mayor Juanice Padgett presided over the meeting.  Council Member Tommie Sue Davis opened the meeting with prayer followed by the flag salute.

Minutes:  Consideration – Approval of minutes of August 21, 2012 – Regular Monthly Meeting and August 21, 2012 – Workshop:   On a motion by Councilman Rhynehardt, second by Councilman Reneau the Board voted to approve the minutes as presented. (Vote 5-0) 

Policy Agenda Items:

A)    Vote to Adopt Following Budgets and Amended Budgets:  (On File at Town Hall)

1) 2011/2012 Proposed Amended Budget – General Operating Fund - On a motion by Councilman Rhynehardt, second by Councilman Foster, the Board voted to adopt the 2011/2012 Proposed Amended Budget for the General Operating Fund.  (Vote 5-0)

2) 2011/2012 Proposed Amended Budget – Water/Sewer Utility Fund - On a motion by Councilman Reneau, second by Councilman Rhynehardt, the Board voted to adopt the 2011/2012 Proposed Amended Budget for the Water/Sewer UtilityFund.  (Vote 5-0)

3) 2011/2012 Proposed Amended Budget – Capacity Fee Account - On a motion by Councilman Rhynehardt, second by Councilman Reneau, the Board voted to adopt the 2011/2012 Proposed Amended Budget for the Capacity Fee Account.  (Vote 5-0)

4) 2011/2012 Proposed Amended Budget – Impact Fee Account - On a motion by Councilman Rhynehardt second by Council member Davis, the Board voted to adopt the 2011/2012 Proposed Amended Budget for the Impact Fee Account.  (Vote 5-0)

5) 2011/2012 Proposed Amended Budget – CDBG Grant Account - On a motion by Councilman Reneau, second by Councilman Rhynehardt, the Board voted to adopt the 2011/2012 Proposed Amended Budget for the CDBG Grant Account.  (Vote 5-0)

6) 2012/2013 Proposed Budget – General Operating Fund - On a motion by Councilman Rhynehardt, second by Council member Davis, the Board voted to adopt the 2012/2013 Proposed Budget for the General Operating Fund.  (Vote 5-0)

7) 2012/2013 Proposed Budget – Water/Sewer Utility Fund – Mayor Padgett told Council she wanted to skip this item and go back to it after approving the other budgets. 

8) 2012/2013 Proposed Budget – Capacity Fee Account - On a motion by Councilman Reneau, second by Councilman Rhynehardt, the Board voted to adopt the 2012/2013 Proposed Budget for the Capacity Fee Account.  (Vote 5-0)

9) 2012/2013 Proposed Budget – Impact Fee Account - On a motion by Councilman Reneau, second by Councilman Rhynehardt, the Board voted to adopt the 2012/2013 Proposed Budget for the Impact Fee Account.  (Vote 5-0)

7) 2012/2013 Proposed Budget – Water/Sewer Utility Fund – Mayor Padgett explained to Council that it had been an oversight that the utility taxes had been included on the water revenue line.  Mayor Padgett stated she found the error and has corrected the figures to reflect a $4,000 decrease on the water revenue line.  On a motion by Councilman Reneau, second by Council member Davis, the Board voted to adopt the 2012/2013 Proposed Budget for the Water/Sewer UtilityFund with the change.  (Vote 5-0)

B)    Report from Code Enforcement Officer. – Code Enforcement Officer, Donna Loadholtz told Council she has several properties that need to be addressed, two of which are foreclosures.

C)    Review Prior Month’s Expenditures (Check Register). – Council had no questions about the prior month’s expenditures.

Mayor Padgett told Council they may have read in the paper the Town’s fire rating was at 7/9, but has been changed to a 5/7.  This will be a savings to the residents of Glen St. Mary on their insurance premiums.  Council member Davis told Council she had recently received their annual bill, which reflected a $400 savings per year. Glen St. Mary’s rating went from 7 to 5.

On a motion by Councilman Rhynehardt, second by Council member Davis, the Town meeting was adjourned at 7:14 P.M.
