The Town of Glen St. Mary held the regular monthly meeting on Tuesday, December 18, 2012 at 7:03 P.M. at the Town Hall with Council Members Davis, Reneau, and Rhynehardt present. Mayor Juanice Padgett presided over the meeting and Council Member Davis opened the meeting with prayer followed by the flag salute. Councilman Foster was not able to attend due to being at the hospital for a sleep study.
Minutes: Consideration – Approval of minutes of November 20, 2012 – Regular Monthly Meeting and Special Meeting held on December 3, 2012: On a motion by Councilman Rhynehardt, second by Councilman Reneau, the Board voted to approve the minutes as presented. (Vote 4-0)
Policy Agenda Items:
A) 2013 Holiday Schedule - On a motion by Councilman Rhynehardt, second by Councilman Reneau, the Board voted to approve the 2013 Holiday Schedule as presented. (Vote 4-0)
B) CDBG Project – Sidewalk Repair has been Completed – Discuss Dip of Asphalt on Washington Street. – Mayor Padgett told Council she had two things to discuss. The warranty will be up on the CDBG project April 2013. The sidewalks and the dip in the roadway have been a concern since the project was completed. Mayor Padgett asked Councilman Reneau his opinion on the dip in the roadway. Councilman Reneau responded by saying it needed to be cut out and repaved. He explained how the asphalt needed to be cut out and repaved. He said a hand held compactor could be used on smaller areas. The intersections of Clinton and Madison and also Highway 90 and County Road 125 have asphalt problems. Mayor Padgett is going to get maintenance to meet with Councilman Reneau to look around the Grant area of the Town and see if there are other areas that need to be corrected. Councilman Reneau told Council if the paving isn’t done correctly, the holes will be back within six months.
C) ATM Update – Mayor Padgett told Council she has spoken with Vystar Credit Union in regards to leasing a parcel of land owned by the Town and installing an ATM machine. Vystar is willing to work with the Town on the costs. There is still a question on the lights. Mayor Padgett has spoken with Jeff Simmons with Florida Power and Light. Mr. Simmons gave an estimated cost of $50 - $100 per month. The security system of Vystar is more sensitive and needs more light. Street lights are yellow light and the security system needs white light, which can distinguish yellow from orange on the video camera. Mayor Padgett is still working negotiations and is not ready to bid.
D) Report from Code Enforcement Officer. – Code Enforcement Officer, Donna Loadholtz told Council she has noted several other properties that will require letters to be sent, but she has not had time to address the properties.
E) Review Prior Month’s Expenditures (Check Register). – Council had no questions about the prior month’s expenditures.
On a motion by Councilman Reneau, second by Council member Davis, the Town meeting was adjourned at 7:21 P.M.
