The Town of Glen St. Mary held the regular monthly meeting on Tuesday, November 20, 2012 at 7:05 P.M. at the Town Hall with Council Members Davis, Foster, and Rhynehardt present. Mayor Juanice Padgett presided over the meeting and Council Member Davis opened the meeting with prayer followed by the flag salute. Councilman Reneau was not able to attend due to being in the hospital.
Minutes: Consideration – Approval of minutes of October 16, 2012 – Regular Monthly Meeting: On a motion by Councilman Rhynehardt, second by Councilman Foster, the Board voted to approve the minutes as presented. (Vote 4-0)
Policy Agenda Items:
A) Report from Code Enforcement Officer. – Code Enforcement Officer, Donna Loadholtz told Council she sent two courtesy letters. One of the properties has been corrected, and the second needs to be checked. She has noted several other properties that will require the certified letters to be sent out.
B) Review Prior Month’s Expenditures (Check Register). – Council had no questions about the prior month’s expenditures.
Mayor Padgett asked Attorney Foreman if Council can have a meeting about a land transaction without the press being present. Attorney Foreman answered saying the Council can authorize her to negotiate, but she can not do anything else outside a public meeting. The Council can have no deliberation outside the public eye. He told council Mayor Padgett can do the bulk of the negotiations, and then present it to the Council for approval. Mayor Padgett told Council she has done some preliminary work on this, but would like the Council’s input. Attorney Foreman then told Council Mayor Padgett can call a special meeting and he could answer any questions via phone if needed. Mayor Padgett told Council she has been contacted about a possible lease of Town property. Attorney Foreman replied this decision would have to be made in a public meeting. Mayor Padgett looked to see when our next meeting is set.
Councilman Foster told Council Ms. Allen’s sewer is up and running.
On a motion by Councilman Rhynehardt, second by Council member Davis, the Town meeting was adjourned at 7:08 P.M.
