The Town of Glen St. Mary held the regular monthly meeting on Tuesday, May 16, 2017 at 7:00 P.M. at the Town Hall with Council MembersDavis, Foster, Hodges, and Rhynehardt present. Mayor Juanice Padgett presided over the meeting. Council Member Davis opened with prayer followed by the flag salute.

Public Hearing:

  1. Ordinance 2017-02 – Rezoning the South West acre of Parcel #36-2S-21-0051-0011-0010 – Mayor Padgett had Attorney Bense read Ordinance 2017-02 by title. Mayor Padgett told Council the property owner had a prior engagement but if they had any questions they could call him. Mayor Padgett then asked if there was anyone present that had any questions or comments. Councilman Rhynehardt asked what the property owner was planning to do with the property. Mayor Padgett responded the application stated to lease as office space. Council asked if they could tear it down and build something else there after it was rezoned. Mayor Padgett said yes, but reminded them it had all been rezoned with Ordinance 2015-02 to make it all uniform. This building is to be used as a tutoring /homeschooling setting. No one from the public was present so Mayor Padgett closed the public hearing and reopened the regular meeting.

     

    Minutes: Consideration:

  1. Approval of minutes of April 18, 2017 – Regular Monthly Meeting: On a motion by Councilman Rhynehardt, second by Council member Hodges, the Board voted to approve theminutes as presented. (Vote 5-0)

    Policy Agenda Items:

    1. Vote to Approve First Reading of Ordinance 2017-02 - Rezoning the South West acre of Parcel #36-2S-21-0051-0011-0010 from Medium Density Residential to General Commercial – Mayor Padgett explained the parcel number had not been issued when the agendas were put together. The parcel number for the South West acre ends in 0070. On a motion by Council member Hodges, second by Council member Davis, the Board voted to approve the first reading of Ordinance 2017-02 as presented. (Vote 5-0)

    2. Vote to Approve Resolution 2017-02 – Authorizing the Town of Glen St. Mary to Execute and Enter into an Agreement for System Lighting, Maintenance and Compensation with the State of Florida Department of Transportation for July 1, 2017 through June 30, 2018. - On a motion by Councilman Rhynehardt, second by Council member Hodges, the Board voted to approve Resolution 2017-02 as presented. (Vote 5-0)

    3. Vote to Allow Mayor to Continue Contract with Department of Transportation Relating to Highway 90 Maintenance. The contract will be $8,000 annually. - On a motion by Council member Davis, second by Council member Hodges, the Board voted to allow the Mayor to continue the contract with the Department of Transportation relating to Highway 90 maintenance for $8,000. (Vote 5-0)

    4. Vote to Adopt Resolution 2017-03 – Authorizing the Town of Glen St. Mary to Execute and Enter into an Agreement for Maintenance with the State of Florida Department of Transportation for July 1, 2017 through June 30, 2020. (See Attached) - On a motion by Council member Hodges, second by Council member Davis, the Board voted to adopt Resolution 2017-03 as presented. (Vote 5-0)

    5. Review Prior Month’s Expenditures (Check Register) – Council had no other questions about the prior month’s expenditures.

       

      Councilman Rhynehardt asked about Code Enforcement. Mayor Padgett told Council she recently spoke with Melissa and she had been out for a few weeks. Councilman Rhynehardt asked about the requirements of mobile homes in the Town limits to have skirting around the mobile home. Attorney Bense referenced Section 5.2, Subsection B of the Land Development Regulations for mobile home requirements.

      Councilman Foster asked about cost recovery for the Crummey property lots. Mayor Padgett responded that she would have to go back and look at the cost recovery agreement.

On a motion by Council member Davis, second by Council member Hodges, the Town meeting was adjourned at 7:16 P.M.
